The so-called Seconded National Experts (SNEs, or based on the French abbreviation, ENDs) are civil servants from an EU Member State who are sent for a specific amount of time to work in a European Commission or European Parliament directorate. The goal is to bring a national perspective or a subject matter expertise to the given unit's policy work.
