This is one of the profiles in the Administrator (AD) open competitions that tends to be the most popular one given that any college or university diploma qualifies applicants to choose this profile. That may include a diploma in history, political sciences, languages, engineering or any other, unlike other profiles which tend to require a "relevant" degree.
Diplomas issues outside the European Union usually have to be recognised by the candidate's country of residence or citizenship to be eligible. Decision on the adminissibility of a diploma is always made by the Selection board of the given EU competition. Those who pass this competition can reasonably expect a job offer from virtually any EU institution, given the horizontal nature of their profile.
